A South Australian Government bill to reform the Legislative Council has been defeated in the Upper House.
The bill proposed cutting the number of Upper House MPs from 22 to 16 and the length of their terms from eight years to four.
The proposal was to go to a referendum at state election time next March.
The bill had passed the House of Assembly but the Opposition, minor parties and independents combined in the Legislative Council to defeat it, 13-8.
Government Leader in the Legislative Council, Paul Holloway, says the bill's defeat is a disappointment.
"There will be no change to the Upper House - that I guess was expected from day one, but Mr President that doesn't mean we shouldn't try," he told Parliament.
"It certainly doesn't mean this place is perfect, it certainly doesn't mean that the structures that we have in this place is what a country needs in the 21st century to go ahead."
