Mr Foley says the project would have a large environmental impact, with carbon emissions to peak at nearly five million tonnes a year.
Mr Foley says the Government will keep a close watch on BHP's energy use to make sure it complies with the Government's targets.
"We've got a very aggressive program to ensure that we have as much renewable energy in South Australia as possible and the Premier will be making some further announcements on that in the not too distant future," he said.
"With regards to BHP, they will be under enormous pressure to ensure that it is as greenhouse-compliant as it should be, as it needs to be."
Mr Foley says the Government might relax some of its previously non-negotiable demands on BHP over the expansion.
He says Adelaide's desalination plant means a BHP Billiton-owned desalination facility at the mine no longer needed to supply water for domestic use around upper Spencer Gulf and on Eyre Peninsula.
He also says BHP will not be required to process all of its ore at the mine site.
"The reality is that when we've been fully briefed by BHP, the sheer volume, and we are talking about a massive volume, it's impractical to see that it could all be done here in Australia," he said.
"Having said that, they will be doubling the current processing at the plant, but they simply can't do all of the processing at that physical site."
